What is Charge to Bill?
Charge to Bill is a function that lets you buy digital goods and services and have the price of these added to your monthly Vodafone bill.
These digital goods and services include:
App store products: Purchases from Google Play Store, Apple’s App Store, or Microsoft. You’ll need to select this option in the specific app store’s account settings – choose ‘Charge to Bill’ under your payment methods. For any service, you may need to verify your mobile number when using Charge to Bill.
Charitable donations: You can make charitable donations either as one-off donations or an ongoing regular donation. Usually this is done by either texting the charity a donation request, or filling in a form on the charity’s website. Charities using this donation method must be regulated by a recognised charity regulation body.
Services from other merchants: Digital goods and services from merchants that don’t directly work with Vodafone – like games, music, movies and more. These purchases are regulated by Ofcom. Vodafone monitors that merchants follow the regulations in place to protect consumers.
What is Add to Plan?
Add to Plan is a function that sits under Charge to Bill. With it, you can pay for entertainment subscriptions through Vodafone’s Subscription+, which will be added to your monthly Vodafone bill.
Even if you have a subscription, such as Prime, as part of your inclusive entertainment plan, you can still add any of the other subscription through Add to Plan.
If one of the subscriptions you’ve chosen comes with a free or low-cost trial, when the trial is over the full monthly subscription cost will be added to your next Vodafone bill. We’ll let you know when the trial period is ending.
How do I manage an Add to Plan subscription

Select the subscription partner or partners you want to add to your bill.
Confirm and follow the on-screen instructions.
If you have an existing Subscription+ plan
If you already have a subscription using a different payment method (like a credit card) with one of the entertainment partners displayed, but want to charge it to your Vodafone bill going forward, you must cancel your current subscription first. When your current billing period ends, return to Subscription+ and follow the steps above to re-start your subscription through Add to Plan.
Please note – new Pay monthly customers now need to wait up to three months before being able to charge items to their Vodafone bill. Inclusive entertainment plans purchased through Add to Plan can be used from the start of your contract.
Payments and spending limits
In addition to the normal business spend limits, there's an additional government legislation called the Payment Services Regulation 2017 (PSR17) which means there's a limit on how much you can charge to your mobile bill using these payment services. This limit is £40 per transaction and £240 in a single billing period, and includes:
The total bill of in-app purchases
Premium rate texts
Subscription services
Calls to numbers starting 09, 118, 087
Five digit short codes starting with 6, 7, or 8.
If you reach this limit, you won’t be able to charge anything else to your account that month. Some merchants may choose to limit what you spend for themselves.
For voice-based services, the £40 single transaction is limited to the Service Charge element of the call. A charge for voice calls will combine both the Service Charge and the Network Access Charge. You can also look up premium rate charges.
You can control additional charges by applying a bar to stop all charges, or going to My Vodafone Spend Manager to set a monthly spend limit for each handset in your account. Please be aware, Spend Manager does not cover every type of Charge to Bill purchase – you can keep an eye on your spending using the My Vodafone app.
What if I have a problem with a Charge to Bill or Add to Plan purchase?
Add to Plan: If you have any billing issues with an Add to Plan purchase, please contact us for help and support. If you have any issues to do with the entertainment service itself, like log-in problems, content not loading etc. please contact the specific merchant.
Charge to Bill: For purchases using Charge to Bill, the merchant is responsible for both billing and operational issues. This position is mandated by UK regulation. Remember to read the terms of service and follow the on-screen instructions - you may need to verify your mobile number to complete the purchase. All sales should be accompanied by an SMS or email receipt with full support details attached.
